Pasig River Comprehensive Rehabilitation

Comprehensive Pasig River Rehabilitation Management Mega Project — a privatization initiative led by The New Consortium (Fluid Exponents / FLUIDEX, FASI/FIS, BioGreentech LLC, BioTech LLC, with MAJ Environmental and Forming Access & Support Inc.) under Dr. Emmanuel G. Moya as President/CEO. The program addresses the first two of four aspects of the Pasig River Rehabilitation Commission (PRRC) mandate: (1) comprehensive water clean-up, quality monitoring and Environmental Impact Assessment along the main river and 47 tributaries (esteros), and (2) commercialization of a Passenger Ferry System on a 20-year Build-Operate-Transfer (BOT) basis. The proposed water treatment combines aerated catalyst dispersion, electronic precipitation, ozonation, primary and secondary diffused mixed flotation, dissolved air flotation, screw presses, and bio-ballast filtration mounted on cleaning barges and ferry boats; complemented by two 1,000 m³/day modular wastewater treatment plants, four ferry terminals, dredging boats, and 47 floating-debris pontoons. The plan targets Class C water quality (per DENR Department Order 2016-08) within five years, aligning with PRRC and UP-PLANADES' 2017–2032 Pasig River Integrated and Strategic Master Plan (PRISM) — "Rehabilitating a river, restoring life, and reviving the pride." Stage-1 CAPEX is approximately US$5.3M (clean-up, monitoring, training, public education) with potential funding from TAPI, UNEP, CIDA, USAID, CESO, EURO Environmental Consortium and PRRC sponsors; Stage-2 CAPEX (BOT) is approximately US$128M with US$6M/yr OPEX over a 20-year contract and an expected ROI of 6–8 years.
